    National per-surname bearer counts for Slovakia from the JÚĽŠ SAV surname database, built from the 1995 Slovak population register (Ďurčo a kol.: Databáza vlastných mien a názvov lokalít na Slovensku z r. 1998). Queryable HTML form only (no bulk download): GET ?d=priezviska&w=<SURNAME> returns blocks "<surname> sa na Slovensku v roku 1995 nachádzalo N×" giving the national bearer count N (verified NOVÁK=4879, HORVÁTH=15092). The form does a diacritic-folded substring match capped at ~8 alphabetically-ordered blocks, so it is queried with diacritic-correct surnames (seeded freq-desc from the CZ population-register surnames, which overlap heavily with Slovak, plus parse_dict v4 sk SURNAME tokens); the single-token exact block is taken and other single-token blocks harvested. Per-locality breakdown is a truncated "most frequent localities" list (by town, not okres) that does not sum to the national total, so region_code is left null and only the national 1995 count is stored. Fetched via fetch_sk_juls_surnames.py. The academic server soft-throttles bursts from one IP (returns HTTP 200 + empty form after ~80 requests), so the fetcher runs in --proxy res mode: every request is routed through a Decodo residential SK proxy with a rotating egress IP (per-request session token, Connection: close), which removes the per-IP burst entirely (verified NOVÁK=4879, HORVÁTH=15092 through the proxy). Modest concurrency (4 workers); fully resumable; every query (incl. absences) cached under raw/SK/juls_cache/. NOTE: the server omits the charset in its HTTP header (page is UTF-8); the fetcher forces r.encoding=utf-8 to avoid mojibake that previously broke the result parse. The long tail is harvested by the durable scripts/sk_juls_loop.sh (rotating-proxy passes until the cache stops growing).
